Dear Dir. Ferkile:
Enclosed is an application (XSNM3806/01), dated March 23, 2023, received by the U.S.
Nuclear Regulatory Commission (NRC), from Thermo Fisher Scientific, requesting to amend export license XSNM3806/01. This license currently authorizes the export of 0.16 kilograms (kg) of uranium containing up to 0.15 kg of uranium-235, enriched to 94 WGT % maximum, to the Republic of Korea and Spain. The uranium will be contained in 37 fission chambers, each containing up to 8.0 grams of enriched uranium, for use in neutron flux monitoring systems at Kori 3-4, Shin Kori 3-6, Hanul 1-2, Hanbit 1-2 in the Republic of Korea and at the Central Nuclear Asco, Units 1-2 in Spain.
The purpose of the amendment is to: 1) increase from 0.16 kgs of uranium to 0.50 kgs uranium and increase from 0.15 kgs to 0.47 kgs of uranium-235. The uranium will be contained in up to 100 fission chambers, each containing up to 4.0 grams of enriched uranium; and 2) extending the date of expiration from December 31, 2023 to December 31, 2028.
Assurances from the Republic of Korea and Spain that the material will be subject to all terms and conditions of the agreement for cooperation are required.
