Dear Ms. Reiser,

I am responding to your letter dated March 16, 2023 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML23075A106). In the letter, you requested, on behalf of your organization and the other organizations cited in your letter, that the U.S. Nuclear Regulatory Commission (NRC) extend the public comment period for the rulemaking on Renewing Nuclear Power Plant Operating LicensesEnvironmental Review by an additional 60-days.

The NRC is denying the request because the 60-day comment period is appropriate for this rulemaking, and the reasons in the extension request do not reflect unusual circumstances.

Moreover, the scope of this rulemaking is targeted; while the rule updates each environmental issue to account for subsequent license renewal, only 14 of the 80 environmental issues to be codified in Table B-1 of Appendix B to Subpart A of Title 10 of the Code of Federal Regulations Part 51 reflect a substantially revised analysis. Also, the staff is facilitating the commenting process by hosting six hybrid public meetings to explain the proposed changes and gather formal comments.
