March 7, 2023 U.S. Department of Homeland Security FEMA Region 6 800 N. Loop 288 Denton, TX 76209 FEMA Enclosed is a copy of the Radiological Emergency Preparedness After-Action Report/Improvement Plan for the Arkansas Nuclear One (ANO) Plume exercise evaluated on August 9, 2022. This exercise was evaluated by the FEMA Region 6 staff and a team of federal evaluators. The State of Arkansas and its local governments successfully demonstrated the capability to implement offsite radiological emergency response plans and procedures. There were no Level 1 Findings. There were four Level 2 Findings identified during the exercise. Two of the Level 2 Findings were corrected on the spot.
During the exercise there were three Plan Issues that were identified. Two of the previous' open Level 2 Findings from the 2021 Ingestion Exercise, 01-21-5bl-L2-01 and 01-21-5bl-L2-02, were resolved, and one remains open.
Based on the results of the exercise, it was clearly demonstrated that reasonable assurance can be attained by the State of Arkansas and those affected local jurisdictions to protect the health and safety of the public in the event of a radiological emergency. Therefore, Title 44 of the Code of Federal
-Regulation§ Part 350 approval of the offsite radiological emergency response plans and preparedness for the State of Arkansas, specific to Arkansas Nuclear One, will remain in effect.
