UNITED STATES NUCLEAR REGULATORY COMMISSION WASHINGTON, D.C. 20555-0001 March 30, 2023 AGREEMENT STATES CONNECTICUT, INDIANA, WEST VIRGINIA NON-AGREEMENT STATES STATE LIAISONS OFFICERS NOTIFICATION OF THE U.S. NUCLEAR REGULATORY COMMISSION NOTICE OF FUNDING OPPORTUNITY RESEARCH AND DEVELOPMENT GRANT (STC-23-021)

Purpose:

To inform the States that the U.S. Nuclear Regulatory Commission (NRC) issued its fiscal year 2023 Notice of Funding Opportunity (NOFO) for University Nuclear Leadership Program for Research and Development Grants.

Background:

The program provides funding to support research and development (R&D) for nuclear science, engineering, technology, and related disciplines to develop a workforce capable of supporting the design, construction, operation, and regulation of nuclear facilities and the safe handling of nuclear materials. University R&D activities provide an opportunity to complement current, ongoing NRC-led research.

The NRC invites R&D projects that complement its current research portfolio and that help the NRC prepare for upcoming challenges. New this year, non-technical research will be considered under this opportunity, for example, projects that would foster the development of innovative community engagement strategies, including incorporation of principles of equity and environmental justice.

Discussion: These grants can increase enthusiasm and involvement in R&D projects that provide a variety of direct and indirect benefits, including identification of potentially important technical gaps ahead of regulatory needs and improved foundational knowledge on topics of future regulatory interest.

States are encouraged to share this opportunity with contacts at universities, particularly universities conducting R&D in areas of health physics and radiation protection. Specific technical areas of interest include:

Evaluation of technical gaps and uncertainties in licensing new veterinary and medical uses of byproduct materials.

Comparative analysis, consistencies, and harmonization in application of dosimetry and dose coefficients by the NRC and international regulatory agencies.
