CANCELLATION OF INSPECTION PROGRAMS MEMORANDA REGARDING THE PUBLIC HEALTH EMERGENCY FOR THE REACTOR SAFETY PROGRAM The purpose of this memorandum is to cancel the additional guidance in the November 2, 2021 memorandum IMPLEMENTATION OF INSPECTION PROGRAMS FOLLOWING RE-ENTRY FROM THE PUBLIC HEALTH EMERGENCY FOR THE REACTOR SAFETY PROGRAM, (ML21295A302) which supplemented the guidance in Inspection Manual Chapter (IMC) 2515 Light-Water Reactor Inspection Program Operations Phase, and IMC 2515 Appendix E, Inspection Program Modifications During Pandemics, Epidemics or Other Widespread Illnesses and Diseases to aid in the performance of the Reactor Oversight Process inspection activities during the Public Health Emergency. With the presidential announcement that the Public Health Emergency will expire on May 11, 2023, full implementation of inspection and oversight can be supported.

Effective May 11, 2023, inspection programs should be implemented in accordance with the inspection manual and procedures. Should any site-specific conditions arise that could impact the health and safety of the inspectors, they should be addressed by the cognizant regional office in coordination with the program office.

Additionally, the Special Instructions Regarding COVID Related Refresher Training Deferral in IMC 1245, Appendix D, Maintaining Qualifications was updated in January 2023 and all inspectors will be expected to be up to date on refresher training by 2024.
