LICENSEE:

The inspection was an examination of the activities conducted under your license as they relate to radiation safety and to compliance with the Nuclear Regulatory Commission (NRC) rules and regulations and the conditions of your license. The inspection consisted of selective examinations of procedures and representative records, interviews with personnel, and observations by the inspector. The inspection findings are as follows:

1. Based on the inspection findings, no violations were identified.
2. Previous violation(s) closed.
3. During this inspection, certain of your activities, as described below and/or attached, were in violation of NRC requirements, and were assessed at Severity Level IV, in accordance with the NRC Enforcement Policy.

17. Scope and Observations:

This was an unannounced, non-routine, escalated enforcement follow-up inspection of a research and development license with authorization for the production and distribution of byproduct material. This license is mainly used for the production side of the business. The purpose of this inspection is to follow up on the corrective actions for previous escalated enforcement violations. The inspector also reviewed their latest process for opening radium sealed sources, which they started implementing a couple of weeks before this inspection.

The inspector reviewed corrective actions for three violations identified in the previous inspection. The violations were for failure to 1) control the occupational dose to the skin of any extremity of individual adults to an annual dose limit of 50 rem shallow-dose equivalent, 2) perform adequate surveys to ensure compliance with the occupational dose limits of 10 CFR 20.1201(a)(2)(ii), and 3) use, to the extent practical, procedures and engineering controls to achieve occupational doses that are ALARA. The inspector noticed the licensee changed their dosimetry provider to avoid supply chain issues, reduced dosimetry badge exchange frequency for individuals with higher-risk tasks to weekly instead of monthly, revised their procedures for handling material, and added more engineering controls for higher-risk activities. The inspector also reviewed dosimetry reports, effluent calculations, surveys, training, and spill reports. These violations are closed.

No violations of NRC requirements were identified as a result of this inspection.
