Dear Mr. Chairman:
Enclosed is the U.S. Nuclear Regulatory Commission's (NRC's) fiscal year (FY) 2024 Annual Performance Plan and Report (APPR). The APPR provides a comprehensive overview of the NRC's plans and progress toward achieving the goals and objectives described in the agency's Strategic Plan for Fiscal Years 2022-2026.
Historically, the NRC's Congressional Budget Justification contained the agency's Annual Performance Plan, including the associated performance indicators, and the agency's annual report on performance. However, during public meetings conducted for the development of the NRC's Strategic Plan for FYs 2022-2026, members of the public and industry questioned the NRC's transparency in achieving the agency's strategic goals and objectives. The NRC determined that consolidating the Annual Performance Plan and the annual performance results into a standalone report would provide a more publicly facing and comprehensive overview of the NRC's plans and progress toward achieving the agency's strategic goals, objectives, and performance measures. In addition, the APPR fulfills the Government Performance and Results Act Modernization Act of 2010 requirements that the agency provide an annual performance plan, as well as an annual performance report.
