STAFF REQUIREMENTS - ADVANCED REACTOR LICENSING UNDER 10 C.F.R. PARTS 50 AND 52 On February 9, 2023, the Commission was briefed by an external panel and a staff panel on the NRCs current strategy to license advanced reactors utilizing the established regulatory frameworks under 10 C.F.R. Parts 50 and 52. The external panel included Dr. Caroline Ducros, Director General, Directorate of Advanced Reactor Technologies, Canadian Nuclear Safety Commission; Marcus Nichol, Senior Director, New Reactors, Nuclear Energy Institute; Carrie Fosaaen, Senior Director, Regulatory Affairs, NuScale Power; Scott Hunnewell, Vice President, New Nuclear Program, Tennessee Valley Authority; and Jamie Coleman, Director of Regulatory Affairs, Southern Nuclear Company.
The meeting, which was held in the Commissioners Hearing Room, One White Flint North, Rockville, Maryland at 9:00 a.m. Eastern Time, was open to members of the public attending in person and via webcast.
The staff should provide a Commissioners Assistants brief to discuss recent efforts to improve pre-application engagement between the NRC staff and new reactor applicants. The brief should describe methods for documenting the outcomes of pre-application engagement (e.g.,
audit reports, white papers) and to what degree these documents can later be relied on once a complete application is submitted for approval.
