Attachedyouwillfindacopyoftheriskinformedlicensingmethodologyreportthathadbeenclearedforpublic release.Thereportisbeingsuppliedasadraftfornowasindicatedbythesuperficialdocumentnumberandlackof formalcompliancetocustomaryPNNLdocumentformatrequirements.Thisdraftrepresentationwasselectedto expediteprovisiontoNRCandBWXT,andprimarilyincludesfocusonthebaseevaluationcasetoillustratepathwayand processfordevelopmentofthetransportationPRAmethodology.Thisreportprovidesademonstrationimplementation oftheplanpreviouslyprovidedtoNRC(PNNL33524PlanforDevelopmentandApplicationofRiskAssessment ApproachforTransportationPackageApprovalofanMNPPforDomesticHighwayShipment)forahypotheticalonetime groundsurfaceshipmentbytruckoftheProjectPelemicroreactorwithirradiatedfuel.Notethatthisreportdoesnot currentlyincludethesensitivityevaluationsasthesesupportingevaluationsaredependentonvendorspecificsystem informationthathasnotyetbeenmadeavailabletoPNNLstaffandSMEs.

TheTNPPPRAmodeldiscussedinthisreportisenvisionedtobeaninprocessmodelthatisupdatedastheProjectPele microreactordesignmaturesandasrefinedinformation(e.g.,releasefractions)becomesavailable.Furtherdetailed designandsafetyanalysisinformationthatwillbeforthcominginPhaseIIoftheProjectPeleisneededtobetterinform theTNPPtransportationPRAstudy.However,totheextentthattheinformationwasavailableinPhaseIB,itisreflected intheTNPPtransportationPRAstudypresentedinthisdraftreport.

Aspreviouslydiscussed,thisdemonstrationimplementation,oncecomplete,isintendedtobeusedasaguideor templateforthedevelopmentofahypotheticalriskinformedexemptionrequesttotheNRCbytheProjectPele microreactorvendorforaonetimegroundsurfaceshipmentbytruck.Asalsodiscussed,PNNLstaffandSMEsplanto followupwitharevisedreport,withthehelpandinclusionofvendorinput,byMay31,2023thatthevendorcanthen useasatemplatetopopulateandfinalizeanapplicationcontainingahypotheticalriskinformedexemptionrequest.

Bernie,IdidnotincludeanyNRCparticipantsotherthanyourselfasIonlyhaveafractionoftheparticipatingNRCstaff emailaddresses.Assuch,couldyoupleasedistributethereporttotheNRCstaffthatwerepreviouslyidentifiedonthe participantlist(alsoplacedonNRCBoxaccount)aswellasanyotherNRCstaffyoudeemprudenttosocializethe informationwith.
