c February 27, 2023 MEMORANDUM TO: Eric Benner, Director Division of Engineering and External Hazards Office of Nuclear Reactor Regulation McKirgan, John signing on behalf FROM: Louise Lund, Director of Lund, Louise on 02/27/23 Division of Engineering Office of Nuclear Regulatory Research

SUBJECT:

TECHNICAL LETTER REPORT (TLR-RES/DE/REB-2023-02)

STATE-OF-TECHNOLOGY AND TECHNICAL CHALLENGES IN ADVANCED SENSORS, INSTRUMENTATION, AND COMMUNICATION TO SUPPORT DIGITAL TWIN FOR NUCLEAR ENERGY APPLICATION Enclosed for your information and use is a technical letter report (TLR) entitled State-of-Technology and Technical Challenges in Advanced Sensors, Instrumentation, and Communication to Support Digital Twin for Nuclear Energy Application (ADAMS Accession ML23058A084). This report was written as part of budgeted research activity, with NRR/DEX as the lead regulator partner, on Technical Support for Assessment of Regulatory Viability of Digital Twins and Enabling Technologies for Applications of Digital Twins for Plant Modernization and Advanced Reactors.

Digital twins (DTs) and DT-enabling technologies may be integrated with future nuclear energy applications and may also present opportunities to improve the operations of currently operating nuclear power plants. This report explores inherent challenges and gaps for the DT-enabling technologies of advanced sensor, instrumentation, and communication technologies as well as the challenges and gaps associated with integration of these technologies with DT.

The following are some key challenges and gaps discussed in this report:

Inherent challenges and gaps in implementing advanced sensors and instrumentation and communication technology o Meeting the requirements for environmental qualification, performance, reliability, and maintainability o Enabling the implementation of multimodal sensors o Ability of communication technology to evolve as scalable, agile, and modular CONTACT: Christopher J. Ulmer, RES/DE/REB 301-415-3883

L. Lund o Supporting edge computing and smart sensors o Cybersecurity Challenges and gaps in integrating advanced sensors and instrumentation and communication technology with a digital twin o Addressing data heterogeneity and usability o Identifying and standardizing communication protocols o Supporting real-time integration of advanced sensors and instrumentation and communication technology with a digital twin for state concurrence o Ensuring adaptability of a digital twin to accommodate different technological advancements in advanced sensors and instrumentation and communication technology o Developing a digital twin for performance and reliability of advanced sensors Staff representatives from the Division of Engineering and External Hazards have reviewed a draft of this TLR. Nonetheless, please feel free to notify the responsible RES contact if you have any questions concerning the impending public release of this TLR.

RES has established an online quality survey to collect feedback from user offices on the usefulness of RES products and services. This survey can be found online at the hyperlink:

RES Quality Survey. I would appreciate the responsible manager completing this short survey within the next 10 working days to present your offices views of the delivered RES product. Please share any concerns with me or the Division of Engineering contact listed below, so that they may be addressed.
