The Plan was effective on February 1, 2023. The revision incorporates changes that did not require prior NRC approval and do not implement actions that reduce the effectiveness of the SPS Emergency Plan. The Emergency Plan continues to meet the standards of 10 CFR 50.47(b) and Appendix E.

A description of why each change was not a reduction in the effectiveness of the emergency plan and the regulatory basis for each non-editorial change are provided.
- 1. The proposed changes listed below (items a through g) are fully bounded by the approved Alert and Notification System Evaluation Report. The Federal Emergency Management Agency (FEMA) has approved the Alert and Notification System Evaluation Report as meeting the applicable requirements of 10 CFR 50, Appendix E, Section IV.O.3, to ensure initial alert and notification of the public within the plume exposure pathway emergency planning zone. (Reference Agencywide Document Access and Management System Accession Numbers ML22263A343 and ML22264A085).
