The Plan was effective on February 1, 2023. The revision incorporates changes that did not require prior NRC approval and do not implement actions that reduce the effectiveness of the SPS Emergency Plan. The Emergency Plan continues to meet the standards of 10 CFR 50.47(b) and Appendix E.

Serial No.: 23-022 Docket Nos.: 50-280/281; 72-2/55 SPS EPlan Rev. 72 Attachment Surry Power Station Emergency Plan, Revision 72 10 CFR 50.54(9) Summary Surry Emergency Plan (SEP), Revision 72, incorporated the changes described below. A description of why each change was not a reduction in the effectiveness of the emergency plan and the regulatory basis for each non-editorial change are provided.

1. The proposed changes listed below (items a through g) are fully bounded by the approved Alert and Notification System Evaluation Report. The Federal Emergency Management Agency (FEMA) has approved the Alert and Notification System Evaluation Report as meeting the applicable requirements of 10 CFR 50, Appendix E, Section IV.O.3, to ensure initial alert and notification of the public within the plume exposure pathway emergency planning zone. (Reference Agencywide Document Access and Management System Accession Numbers ML22263A343 and ML22264A085).
a. Table of Contents, Page i.2, Section 7.6: Replaced section title 'Early Warning System' with 'Alert and Notification System.'
b. ACRONYMS AND ABBREVIATIONS, Section 1.1, Pages 1.6 and 1.7: Replaced

'EWS - Early Warning System' with 'ANS-Alert and Notification System.'

c. Section 5.2.2.7, Emergency Plan Advisor, Page 5.12: Removed monitoring siren control system status.
d. Section 6.3.1, Offsite Criteria for the 10 Mile Emergency Planning Zone (EPZ),

Page 6.3: Updated system to integrated public alert and warning system.

e. Section 7.2.2.2, Enterprise Transport Network, Page 7.6: Removed the communication link from VEOC to the EWS.
f. Section 7.6, Early Warning System, Page 7.11: Replaced EWS with ANS; removed the sentence "the company has installed and is responsible for maintaining and periodically testing an Early Warning (EWS) consisting of sirens located throughout the 10 mile EPZ"; updated 'NUREG-0654/FEMA-REP-1, Revision 1,' to '10 CFR 50 Appendix E, Section IV.0.3'; removed 'and FEMA REP 10'; replaced Surry and James City counties and the State with VDEM; and removed 'Messages sent out over the EAS are prepared by VDEM.'
g. Section 8.8, Informing The Public, Page 8.12: Removed Early Warning System.
2. Editorial changes include Section 6.3.3.1, Respiratory Program Protection, Page 6.6, where procedure VPAP 2101 was replaced with RP-AA-110.
