SUBJECT:

REMOTE RESPONSE EMERGENCY RESPONSE ORGANIZATION PILOT WORKSHOPS The Nuclear Energy Institute and representatives of member companies (NEI/industry) submitted a draft white paper (ADAMS Accession No. ML21193A345) to the U.S. Nuclear Regulatory Commission (NRC) staff for comment. The draft white paper would provide guidance for licensees to implement remote emergency response organization (ERO) for certain ERO positions. At a public meeting on June 14, 2022, the NRC staff provided the industry with comments regarding the draft white paper (ML22158A266). In response to NRC staff comments, NEI/industry suggested using a pilot program to inform the development of their draft ERO augmentation white paper. This pilot program would be led by NEI/industry and would include workshops and demonstration drills. The NRC staff was provided with the opportunity to observe the pilot workshops and demonstration drills.

The pilot workshops and demonstration drills were conducted on November 7, 2022, at the Constellation Emergency Operations Facility (EOF) in Coatesville, Pennsylvania, and January 31, 2023, at the Constellation EOF in Warrenville, Illinois.

Both the pilot workshops and drills included individuals who were ERO responders that were not required minimum staffing positions as required by the site-specific emergency plans but were CONTACT:

required positions identified in the site-specific emergency plan implementing procedures. The required positions in the implementing procedures included:

Emergency Operations Center Communicator,

EOF Technical Advisor,

Logistics Manager, and

State Environmental Coordinator.

In addition to the four positions demonstrated at Coatesville, the Warrenville drill included the Technical Support Center engineering staff as remote ERO responders.

NEI/industry described that the intent of the pilot workshops and demonstration drills were to demonstrate a proof-of-concept for remote ERO augmentation. Additionally, the pilot workshops and demonstration drills would inform the next revision to the remote ERO augmentation white paper that would be submitted to the NRC staff for review and endorsement.

Both the pilot workshops and demonstration drills included reasonable measures to approximate remote ERO augmentation. These measures included separating the remote responders from ERO facilities, muting speakers where possible, and avoiding the use of the Constellation network (simulating at-home internet service).

The pilot workshops and demonstration drills demonstrated that the concept of remote ERO augmentation could be applied to certain ERO positions. The pilot workshops and demonstration drills also indicated that remote ERO augmentation may require ERO processes, equipment, and training to be carefully evaluated and modified to support successful implementation of remote ERO augmentation.
