Upcoming NCS Inspection Date: Wednesday, December 21, 2022 1:58:00 PM Attachments: 2023-001 GNF NCS Document Request.docx Phil, Lon, Ill be conducting a nuclear criticality safety at your facility during the week of January 30, 2023. Which will use Inspection Procedure 88015, Nuclear Criticality Safety. As you know, Ill also be following up with the recent event involving the sinter test grinder (EN56256).

Currently Im the only one scheduled for that inspection.

Experience has shown that these inspections are resource intensive both for the NRC inspectors and your staff. In order to minimize the impact to your onsite resources and to conduct a productive inspection, I have attached a request for documents needed for this inspection. It is important that all of these documents are up to date, complete, and ready for the inspectors upon arrival at the facility. Please also let me know if I need to complete any site access training or take other actions.

If possible, an entrance meeting should be scheduled for 14:00 on Monday the 30th. Id also like to schedule a remote exit meeting on Friday the 3rd. The current version of these documents is expected unless specified otherwise. The lead inspector can answer questions regarding specific information needs with licensee staff and may request additional documents.

DOCUMENTATION REQUESTED

1. Information Requested for NCS Inspection (Sippel)
a. Any new and/or revised CSAs completed since the last NCS inspection (in late July)
b. Any new or revised NCS procedures, manuals, and guidance since the last NCS inspection
c. CSAs and QRAs for the UO2, Sinter Test and Gad Grinders, including the associated swarf collection and ventilation systems, as well as any TDs and IRMs for the NCS IROFS in those systems.
d. For the NCS IROFS for grinders please also provide any routine functional testing, maintenance or calibration procedures; including records of the two most recently completed functional tests (as applicable).
e. The most recent audit of the NCS program (if any since the last NCS inspection)
f. List of NCS and CAAS-related Corrective Action Program entries and any related NCS safety analyses or evaluations since the last NCS inspection
  • Particularly documentation related to the recent sinter test grinder event, its risk/significance, ensuring corrective actions, and any root cause analysis, or extent of condition/cause performed
g. NCS audit/inspection records since the last NCS inspection, schedule for walkdowns and inspections in 2023
h. Records of any NDA performed for the grinder ventilation and/or swarf accumulation

points in the last year

i. Documentation for any recent changes to the CAAS
j. Plans, training, procedures and drill/evacuation records for criticality accident response, including re-entry and post-accident dose assessment
2. Support Requested for On-site Inspection
a. List of any planned CAAS tests; NCS audits; NCS NDA activities; NCS related IROFS tests, PMs, or calibrations scheduled for the inspection week; other NCS related activities occurring during the inspection week
b.
