On January 23-25, the safety and safeguards project managers Matt Bartlett and Jonathan Rowley supported the environmental scoping outreach for the review of the TRISO-X license application in the Oak Ridge, Tennessee area. They supported the environmental project managers, Jill Caverly and Marla Morales, at a number of community outreach meetings. The NRC staff met with representatives for the local communities including the City of Oak Ridge, Roane County Council, the Anderson County Council, the Tennessee Department of Environment and Conservation Division (TDEC) Radiation Health, and the Tennessee Emergency Management Agency. The staff provided an overview of the TRISO-X application and the NRC review process. The NRC staff also answered a number of questions about the review process, safety hazards, waste handling, site security, and protection of the environment. In general the officials were supportive of the project. They also stressed the need to ensure adequate protection of safety, security, and the environment.
On Wednesday, January 25, the NRC staff held a hybrid environmental scoping meeting with both virtual and in person attendees. There were approximately 60 people in attendance in person. The meeting began with a one hour meet and greet prior to the prepared presentation. This was followed by an overview of the TRISO-X application. The NRCs review process was discussed including the environmental review, safety and safeguards review, and opportunity to request a hearing. The meeting was opened to receive public comments, which were generally supportive. One individual provided remarks after the public portion on concerns about the site geology, including KARST features. The scoping meeting was transcribe and placed in the Agencywide Documents Access and Management System (ADAMS) Accession No. ML23037A021.
