CORRECTIONS TO VARIOUS ERRORS IN COMBINED LICENSES - VOGTLE UNITS 3 AND 4
Dear Mr. Brown:
The purpose of this letter is for the U.S. Nuclear Regulatory Commission (NRC) to issue certain corrections to Combined Licenses (COL) Nos. NPF91 and NPF92 for Vogtle Electric Generating Plant (VEGP) Units 3 and 4, respectively. The NRC staff reviewed the errors discussed below and concluded that the correction of these errors is administrative in nature because they were neither requested by the licensee nor were they noticed for public comment.
On November 22, 2017, the NRC issued Amendment Nos. 100 and 99 to COL Nos. NPF91 and NPF92, to VEGP Units 3 and 4, respectively. The amendment package (Agencywide Documents Access and Management System (ADAMS) Accession No. ML17284A066) included attachments containing change pages for each combined license. One of these change pages included revisions to Functions 18, 20, and 21 listed in Table 3.3.81, Engineered Safeguards Actuation System Instrumentation, of COL Appendix A. Function 18 was changed to add the descriptor Lower Narrow Range, and Functions 20 and 21 descriptors were changed from Low to Low 2. All of the change pages were issued correctly for Amendment Nos. 100 and 99; however, the revised change page listing Functions 18, 20, and 21 in Table 3.3.81 was not correctly incorporated into the change pages issued for the following license amendments for VEGP Units 3 and 4:
COL Amendment Nos. 118 and 117 for VEGP Units 3 and 4, respectively, issued on March 29, 2018 (ML18075A094)
COL Amendment Nos. 148 and 147 for VEGP Units 3 and 4, respectively, issued on November 13, 2018 (ML18296A412)
The staff is correcting the COL amendment records by issuing the correct change pages for those amendments by this letter (Enclosures 1, 2, 3, and 4).
For VEGP Unit 3 only, Appendix A page 3.1.11 was inadvertently removed from the COL during the update related to Amendment No. 188. The correction is that VEGP COL Appendix A page 3.1.11 has been restored to the current COL. (Enclosure 5).
For VEGP Unit 3 only, a duplicate COL page 3.5.73 was inserted during the update related to Amendment No. 150. To correct this error the duplicate page 3.5.73 following page 3.7.32 has been deleted in the current COL.
For VEGP Unit 3 only, the following changes were requested by license amendment and subsequently approved by NRC but the changes were never incorporated into the COL:
deletion of COL Appendix A page 3.3.17 as approved in Amendment No. 168, dated November 21, 2019 (ML19297C791) deletion of COL Appendix A page 3.5.23 as approved in Amendment No. 176, dated March 11, 2020 (ML20049A655)
The VEGP Unit 3 current COL has been corrected by deleting these pages.
For VEGP Unit 4 only, a duplicate COL page 3.3.84 was inserted during the update related to Amendment No. 147. To correct this error the duplicate page 3.3.84 has been deleted in the current COL.
For VEGP Unit 4 only, an error was introduced into the COL following the issuance of Amendment No. 166. COL Appendix A page 3.3.164 should have been replaced with the approved page. The new page 3.3.164 was inserted but the old page 3.3.164 was never deleted. To correct this error the staff is deleting the old page 3.3.164 marked Amendment No.

For VEGP Unit 4 only, errors were introduced into the COL following the issuance of license amendments because the revised pages listed below were approved but never incorporated into the COL:
Page 3.3.112 from Amendment No. 166 issued on March 29, 2018 (ML18075A094)
Page 5.58 from Amendment No. 181 issued on March 11, 2020 (ML20196L674)
Pages C52a and C93 from Amendment No. 124 issued on May 31, 2018 (ML18106A626)
The staff is correcting the Unit 4 COL by replacing pages 3.3.112 and 5.58, marked as Amendment No. 13 and Amendment No. 146, respectively, with the correct pages in Enclosures 6 and 7. Similarly, the staff is replacing pages C52a and C93, marked as Amendment No. 56 and Amendment No. 11, respectively, in the Unit 4 COL with the pages shown in Enclosure 8.
For VEGP Unit 4 only, there was an error in one of the change pages issued for Amendment No. 124. Table 3.55 Area Radiation Monitors, on page C445 was missing the first-row column titles, Equipment List and Equipment No. The staff is correcting the COL amendment records by issuing the correct change page to the current COL in this letter (Enclosure 8).
For VEGP Unit 3 only, an error was found in the graphics on page 3.4.111 where the horizontal line on the bottom row of the Technical Specification Actions statement does not display in the COL version issued with the COL Amendment No. 189, issued January 13, 2023 (ML23013A214). The correction is that the current Unit 3 COL page 3.4.111 is replaced by the corrected page 3.4.111 by this letter (Enclosure 9).
