ACTION: Opportunity to review and comment on an NRC information collection, 10 CFR part 21, "Reporting of Defects and Noncompliance" (3150-0035)

The Nuclear Regulatory Commission recently published a Federal Register Notice announcing our intent to submit an information collection request to the Office of Management and Budget (OMB) for 10 CFR part 21, Reporting of Defects and Noncompliance. A supporting statement describing the requested information and burden estimates are available at http://regulations.gov by searching docket NRC-2022-0145.

As a potential respondent to this information collection, we are interested in your feedback.

Specifically, we are seeking input on the following questions by April 3, 2023:

1. Is the proposed collection of information necessary for the NRC to properly perform its functions? Does the information have practical utility? Please explain your answer.
2. Is the estimate of the burden of the information collection accurate? Please explain your answer.
3. Is there a way to enhance the quality, utility, and clarity of the information to be collected?
4. How can the burden of the information collection on respondents be minimized, including the use of automated collection techniques or other forms of information technology?
5. Are the current burden estimates for recordkeeping accurate given that records must be retained for longer than three years (for example, entities providing a certified design or design approval under Part 52 retain any notifications sent to purchasers and affected licensees for a minimum of 5 years after the date of the notification, and retain a record of the purchasers for 15 years after delivery of the design)? Please explain your answer.
