Statement of Professional Qualifications Shawn W. Harwell, Financial Analyst Office of Nuclear Material Safety and Safeguards (NMSS),
Division of Rulemaking, Environmental, and Financial Support Financial Assessment Branch U.S. Nuclear Regulatory Commission Mr. Harwell is a financial analyst with over fourteen years of experience in nuclear power regulation. His responsibilities include financial and regulatory compliance analysis in the areas of financial qualifications, decommissioning funding assurance, and foreign ownership, control, or domination related to commercial nuclear power plants, both during operations and during decommissioning. With respect to these areas, Mr. Harwell has reviewed numerous licensing action applications, including reviews for new reactor licenses and for the transfer of existing reactor licenses, including for purposes of decommissioning. Mr. Harwell also evaluates the status of decommissioning funding assurance for the 93 operating and 26 decommissioning reactors licensed by the NRC, including evaluating the possible risks to, and shortfalls in, such assurance.
Prior to joining the NRC, Mr. Harwell served for six years in the U.S. Navy as a Chief Reactor Auxiliaries Operator aboard the U.S.S. Enterprise with the responsibilities for operating two nuclear reactors and their associated systems.
EDUCATION M.P.P., International Security and Economic Policy, University of Maryland, College Park, MD 2013 B.A., Economics, Old Dominion University, Norfolk, VA 2006 EXPERIENCE 2008 - Present: Financial Analyst, NRC, NMSS Division of Rulemaking, Environmental, and Financial Support and Office of Nuclear Reactor Regulation Division of Inspection and Regional Support As a financial analyst, Mr. Harwell: develops and analyzes financial information to determine qualifications and regulatory compliance related to the construction, operation, and decommissioning of U.S. commercial nuclear power plants (NPPs), including the development of financial analysis models, the review of six new NPP license applications, the analysis of over 300 decommissioning funding status reports, and the development of three Commission reports on the decommissioning status of the U.S. NPP fleet; provides testimony to the Commission on findings related to financial qualifications and regulatory compliance for NPPs; analyzes foreign ownership, control, or domination (FOCD) issues for NPPs and participated in the development of Commission-approved guidance for the NRC staff on the conduct of FOCD reviews and inter-agency cooperation; assisted in the development of four rulemakings and participated in rulemaking working groups related to the financial aspects of advanced reactor licensing, the decommissioning of NPPs, and the application of the Dodd-Frank Wall Street Reform and Consumer Protection Act, including the analysis of legislation and related rule development and application, regulatory impact analysis, and the development and presentation of rulemaking and policy documents for Commission consideration; briefs NRC Commissioners and senior managers on financial qualifications, decommissioning funding assurance, regulatory compliance, and FOCD issues related to NPP licensees; conducts Congressional outreach, including briefing and providing written correspondence to Congressional members and staff on financial matters related to NPPs; serves as a subject matter expert on financial matters related to NPPs and as an NRC representative to the White House National Security Council Sub-Interagency Policy Committee on Nuclear Energy and Finance; and presents at a variety of NRC and nuclear industry events on regulatory topics related to financial issues.
