Dear Dir. Warden:

Enclosed is an application (XSNM3785/01), dated November 30, 2022, received by the U.S.

Nuclear Regulatory Commission, from Global Nuclear Fuel - Americas, L.L.C., requesting to amend active export license XSNM3785. This license currently authorizes the export of 7,626 kilograms (kgs) of uranium, enriched to 4.95 WGT % maximum, containing up to 337 kgs of uranium-235 (U-235), in the form of uranium dioxide, to Japan.

The purpose of the amendment is to: 1) increase the quantity from 7,626 kgs uranium, to 10,200 kgs of uranium, and increase the quantity from 337 kgs, to 450 kgs of U-235; 2) extend the date of expiration from February 28, 2023, to February 28, 2028; and 3) update the application point of contact to Michael Conner.

Before acting on this application, we request your assistance in obtaining the necessary assurances from Japan, that the material will be subject to all terms and conditions of the agreements for cooperation. Please note that the material has Australian and Canadian obligations.
