Instructions for Completing NRC Form 426 "Authorization to Publish a Manuscript in the NUREG-Series" (Continued)

NRCMD 3.7 Block 2: Title and Subtitle State the complete title and subtitles as you want them to appear on the cover and title page, following the U. S. Government Publishing Office Style Manual 2016 Capitalization Rules. Make them concise, and do not include such words as "report" or "publication" in the title.

Block 5: Certifications & Signatures 5.1 If "Yes", and the manuscript contains copyrighted material, attach a letter or an email message of permission from each copyright owner to print the material in a Government publication, to post to NRC's Web site, or both, as appropriate.

5.3 If "Yes", and the manuscript contains new, amended, or existing information collections (such as surveys, forms, reporting, or record keeping), have the NRC Clearance Officer, OCIO review the manuscript and sign Block 5.3. The NRC Clearance Officer signs, verifying review of the manuscript for requests from stakeholders outside the NRC for information, which requires an Office of Management and Budget approval number.

5.2 If "Yes", have NRC's Patent Counsel sign Block 5.2 before publishing.

5.6 (Required) Project Officer signs, certifying that the manuscript contains no legally binding regulatory requirements and no Classified or Controlled Unclassified Information.

5.7 (Required, if applicable) Approving Official for contractor, grantee, or other organization signs.

5.8 If manuscript is directed toward public outreach, Office of Public Affairs reviewer signs verifying their review.

5.9 Author's signature (required).

5.10 Signature of Deputy Office Director or Front Office Designee (required).

U.S. NUCLEAR REGULATORY COMMISSION 5.4 If Yes, you must submit a CRA summary through your CRA office contact to NMSS/REFS/RASB for OMB determination of major/not major status. Please see the CRA intranet page at https://intranet.nrc.gov/nrc/59314 for more information, including the CRA summary template, instructions, and the list of CRA office contacts. If No, you may follow your office procedures for publication and/or issuance.

5.5 If "Yes," submit a copy of the draft Federal Register notice of availability with the manuscript.

Note: If OGC has determined that your document is a rule under the CRA (see item 5.4), you may not publish the FRN that issues the final NUREG until you have 1) submitted a CRA summary to NMSS/REFS/RASB for OMB determination of major/not major status,

2) received OMB's determination, and 3) transmitted three copies of Form GAO-001 and the final document to OCA. Please see the CRA intranet page at https://intranet.nrc.gov/nrc/59314 for more information, including Form GAO-001 and instructions for completion and transmittal.

Block 3: Sensitivity Classifications May not contain controlled unclassified or classified information.
