Pursuant to 10 CFR 50.90, Susquehanna Nuclear, LLC (Susquehanna), submitted, in Reference 1, a request for an amendment to the Technical Specifications (TS) for the Susquehanna Steam Electric Station (SSES), Unit 2, Facility Operating License number NPF-22. Susquehanna requested NRC approval of the proposed changes under emergency circumstances as defined in 10 CFR 50.91(a)(5). The proposed amendment would modify TS 3.1.3, Control Rod Operability, TS 3.1.6, Rod Pattern Control, and TS 3.3.2.1, Control Rod Block Instrumentation, to add reference to the analyzed rod position sequence to allow for greater flexibility in rod manipulation during various stages of reactor power operation.

ENERGY Document Control Desk PLA-8048 The NRC notified Susquehanna in Reference 2 of the intent to conduct a virtual regulatory audit.
During the virtual audit, Susquehanna personnel met with members of the NRC staff to discuss specific questions provided by the NRC staff. Subsequently, the NRC provided a Request for Additional Information (RAI) in Reference 3. Enclosure 1 provides Susquehanna's response to the RAI.
Susquehanna has reviewed the information supporting a finding of No Significant Hazards Consideration and the Environmental Consideration provided to the NRC in Reference 1 and determined the information provided herein does not impact the original conclusions in Reference 1.
There are no new or revised regulatory commitments contained in this submittal.

Specifically, Susquehanna requested revision to Technical Specification (TS) 3.1.3, Control Rod Operability, TS 3.1.6, Rod Pattern Control, and TS 3.3.2.1, Control Rod Block Instrumentation, to add reference to the analyzed rod position sequence to allow for greater flexibility in rod manipulation during various stages of reactor power operation. By letter dated January 11, 2023, the NRC informed Susquehanna of the intent to conduct a virtual regulatory audit (Reference 2).
During the virtual audit, Susquehanna personnel met with members of the NRC staff to discuss specific questions provided by the NRC staff. Subsequently, the NRC provided a Request for Additional Information (RAI) in Reference 3. The response to this RAI is provided below.
RAI-1
The NRC staff requests the licensee to supplement its application with the response it posted in its audit portal to NRC Audit Request No. 5 (Discussion of whether the inoperable rods along the periphery be withdrawn from the core).
Susquehanna Response The inoperable rods along the periphery will be withdrawn from the core as soon as conditions allow above the low power setpoint.
RAI-2
The NRC staff requests the licensee to supplement its application with the information in the Response section (following the [Update 1/13/23] text) in its audit portal in response to NRC Audit Request No. 11 (Provide core map layout of pull sequence similar to NEDO-21231 Figures 3-1 and 3-2 and discuss efforts to manage radial symmetry.). The staff is not requesting the documents that are attached to the audit response.
Susquehanna Response The analyzed rod position sequence will maintain the banked position withdrawal sequence (BPWS) rod group assignments for all rods with exception of peripheral rods. Peripheral control rods in groups 1-4 will be assigned to either groups 5 or 6. Group 5 and 6 rod assignments will maintain quarter core symmetry.
