Draft Environmental Impact Statement for the Construction Permit for the Kairos Hermes Test Reactor(NUREG-2263)
Dear Sir/Madam:
I am writing on behalf of the City of Oak Ridge, Tennessee in response to the Nuclear Regulatory Commissions(NRC) Federal Register Notice dated September 29, 2022 on the subject notice. I, along with other city representatives, participated in the NRCs meetings on November 16, 2022 in Oak Ridge.
As stated in previous communications, the Oak Ridge community supports the proposed project and applauds the opportunity to create new jobs and advance new, innovative technology in our town.
The information provided in the draft environmental impact statement appears to reinforce that potential environmental impacts associated with construction of the proposed project will be minimal.
With that said, the City does not support the indefinite storage of spent fuel canisters on the site after the cessation of operation (Section 2.8) and encourages clarity regarding storage issues. Since no federal spent fuel repository or regional spent fuel storage facility has been identified, the potential for the site to become a de facto storage facility is incompatible with the communitys mixed-use vision of the Heritage Center site and proximity to Oak Ridge residential neighborhoods. Likewise, the City looks forward to providing input regarding any safety zone requirements, as well as providing efficient public safety response capability to the site during construction and operation.
The City of Oak Ridge supports the issuance of a construction permit for Kairos Hermes Test Reactor with the proviso of our comments regarding storage and public safety requirements.
