FEMA-NRC 2023-2024 Joint Strategic Plan Foreword We are pleased to present this joint Strategic Plan for Fiscal Years 2023 and 2024. This plan reflects a coordinated effort between the U.S. Nuclear Regulatory Commission (NRC) and the Federal Emergency Management Agency (FEMA) to communicate mutual objectives, the vision for reaching those objectives, and measures of success.

The joint Strategic Plan establishes three strategic goals to orient our joint efforts and priorities, which support accomplishing each agency's mission and realizing our joint vision to be valued partners in emergency preparedness in and around commercial nuclear power plants:

Strategic Goal 1: Collaboration that Strengthens Partnership - To collaborate on common mission areas related to radiological emergency preparedness through intentional partnership.

Goal 2: Ensuring Mutual Organizational Resilience - To engage in deliberate and frequent communication to increase cross-organizational health.

Strategic Goal 3: Unifying Strategic Engagement and Communication -

To produce/engage in thoughtful and coordinated messaging that informs and engages all stakeholders.

The FEMA-NRC Joint Strategic Plan and the Memorandum of Understanding (MOU)

The MOU:

Has its basis in regulations and authorities; defines our respective responsibilities; and is an important tool in deconfliction The Joint Strategic Plan:

Does not replace the MOU; the plan augments the MOU. The plan allows us to formally agree on how we implement our respective responsibilities toward a common vision. It articulates how we each lead in accordance with the MOU and assist each other in parts of the effort toward shared goals and end states. The plan incorporates how we will accomplish evolving government-wide direction.

1. Introduction 1.1 Purpose This Strategic Plan establishes common goals and a path forward for FEMA Technological Hazards Division and the NRC Division of Preparedness and Response to strengthen our long-standing partnership through intentional collaboration in areas where both organizations share desired outcomes.

REPP Why a joint strategic plan?

The NRC and FEMA work closely together to provide reasonable assurance of adequate protection of public health and safety at the nation's commercial nuclear power plants, other new technologies, and in the surrounding communities.

Our efforts are intertwined toward that common mission. Through a joint plan, we will more effectively focus on our common goals and desired end states; determine measurable ways w.e l can define common succ.~ss; and represent and reflect our agencies' respective strategic goals as we apply them to our common mission.

1.2 Vision and Mission Our shared vision and common mission describe the partnership we wish to realize as we sustain our current preparedness and response roles and as those roles may evolve based on the changing commercial nuclear industry landscape.

Alignment:

NRC Office of Nuclear Security and Incident Response Vision: Credibility and innovation in security, emergency preparedness, and incident response.

FEMA Tech Hazards Division Vision: A team of professionals applying their expertise to enable prepared and resilient communities across the Nation.

Common Mission Provide reasonable assurance of adequate protection of public health and safety at commercial nuclear plants, other new technologies, and in the surrounding communities.

Alignment:

NRC Office of Nuclear Security and Incident Response Mission: Prevent nuclear security incidents and prepare for and respond to safety and security events.

~ FEMA Tech Hazards Division Mission: Prepares communities and builds resilience for technological and other hazards through community-centric partnerships at all levels.

2. Strategic Goals The following section presents our joint strategic goals and the associated objectives. The goals reflect partnership priorities and long-term desired outcomes and align back to the partnership's mission, vision, and value proposition. Each goal is followed by objectives and a desired end state. Objectives are activities that align with the goal and drive its success by outlining the major efforts necessary to achieve the goal. The desired end state outlines how we seek to operate in the future.

Goal 1: Collaboration that Strengthens Partnership To collaborate on common mission areas related to radiological emergency preparedness through intentional partnership Objectives:

1.1 Coordinating/Collaborating on the Radiological Emergency Preparedness Program (REPP) 1.2 Coordinating the development and issuance of policies, rules, and regulations 1.3 Collaborate to share and understand emerging programmatic threats and technical hazards Desired End State: A strong partnership between NRC and FEMA that fosters engagement at all levels of both organizations.

Goal 2: Ensuring Mutual Organizational Resilience To engage in deliberate and frequent communication to increase cross-organizational health Objectives:

2.1 Increase communication and understanding by improving cross-organizational collaboration and coordination 2.2 Identify technologies that may improve or impact our work 2.3 Develop a joint strategic workforce planning initiative to support common needs Desired End State: Sharing best practices for developing, retaining, and applying subject-matter expertise; innovating; and adopting emerging technologies to make our systems, processes, and operations more efficient and effective.

3.1 Coordinate information sharing with interagency, public, private, and industry stakeholders through presentations at domestic and international conferences 3.2 Coordinate joint communication plans for specific issues and accomplishments 3.3 Foster equity in program delivery to ensure environmental justice goals meet whole-community needs, such as ensuring equitable access to information to underserved populations and Tribal governments Desired End State: Foster stakeholder trust through coordinated, targeted engagement and communications with the public and other stakeholders regarding emergency preparedness and response to a commercial nuclear power plant event.
