Dear Ms. Ferkile:

Enclosed is an application (XCOM1072/02), dated November 19, 2020, received by the U.S.

Nuclear Regulatory Commission (NRC) from Westinghouse Electric Company LLC, requesting amendment No. 02 to export license XCOM1072/01. This license presently authorizes the export of equipment and components listed in Title 10 of the Code of Federal Regulations (CFR)

Appendix A to Part 110, items (5) through (9), including transformers and relays for switchgear, to Mexico for the use in Laguna Verde Nuclear Power Plants, Units 1 and 2.

The purpose of the amendment is to: 1) modernize the scope to 10 CFR Appendix A to Part 110, items (5) through (11); 2) increase the dollar value of components to be exported; 3) add six U.S. Parties; 4) add three Intermediate Consignees, two that are outside of Mexico; 5) update an Ultimate Consignee address in Mexico; 6) update the point of contact; and 7) extend the date of expiration from December 31, 2020 to December 31, 2036.

Assurances from EURATOM, for two of the additional Intermediate Consignees, that the components will be subject to all of the terms and conditions of an agreement for cooperation, are required. Your assistance in obtaining the necessary assurances will be appreciated.
