December 13, 2022 Dr. Fernando Ferrante Program Manager of the Risk and Safety Management Group Electric Power Research Institute 1300 West WT Harris Blvd Charlotte, NC 28262

Dear Dr. Ferrante,

On behalf of the U.S. Nuclear Regulatory Commission (NRC), it is my sincere pleasure to invite you to participate in the 35th Regulatory Information Conference (RIC), being held from March 14th through March 16th, 2023. This year, the RIC will be a hybrid event, with in-person attendees at the Bethesda North Marriott Hotel and Conference Center and virtual attendees participating remotely by accessing the RIC conference platform.

This years theme is Navigating the Nuclear Future. We have a dynamic technical program, and to complement our session, Building on a Strong Foundation: A Voyage through Risk-Informed Decision-Making, we invite you to participate in-person as a speaker to present your perspectives on the topic. We believe your remarks will help stimulate in-depth discussions that are both informative and engaging. This session, which I will be chairing, aims to highlight the numerous advances that the NRC and industry have made in using risk-informed decision-making, the benefits that have been derived from these advances, and perspectives on the future activities related to increased adoption of the risk informed decision making infrastructure and probabilistic risk assessment to further risk-inform the NRCs approaches and processes.

We hope you are available and accept this invitation. To confirm your participation, we request that you complete and sign the enclosed NRC Forms 1105 and 1106, save the documents, and attach them to a confirmation email to Andrew.Mihalik@nrc.gov by December 19, 2022.

Additional background on the NRC and RIC is provided below.

NRC

Background:

The NRC licenses and regulates the Nations civilian use of radioactive materials to protect public health and safety, promote the common defense and security, and protect the environment. We have a staff of about 3,000 engineers and scientists of all technical disciplines, corporate and legal support staff, and administrative personnel. The NRC has been implementing transformational changes to our regulatory approaches and our organizational mindset and culture. In particular, the NRC is focused on becoming a more modern, risk-informed regulator that uses modern business technologies and processes to do our jobs more effectively. We are also striving to be more creative and innovative in how we get our jobs done.

Dr. Ferrante About the RIC:

The RIC is the largest public meeting the NRC hosts, historically bringing together almost 3,000 participants from nearly 40 countries and representing interested stakeholders from other government agencies, industry, international organizations, and the public. Last year, the RIC took place virtually, which gave the NRC an opportunity to reach a larger audience.

You can find more information on the 2023 RIC at https://www.nrc.gov/public-involve/conference-symposia/ric/. Thank you for your consideration, and we look forward to hearing from you!

Sincerely, Signed by Kock, Andrea on 12/14/22 Andrea L. Kock, Session Chair Deputy Office Director for Engineering Office of Nuclear Reactor Regulation
