UNITED STATES NUCLEAR REGULATORY COMMISSION ADVISORY COMMITTEE ON REACTOR SAFEGUARDS WASHINGTON, DC 20555 - 0001 December 8, 2022 The Honorable Christopher T. Hanson Chair U.S. Nuclear Regulatory Commission Washington, DC 20555-0001

SUBJECT:

WHITE PAPER ON THE ENDURING LEGACY OF ACRS: CONTRIBUTING TO SAFETY-LICENSING REVIEW OF REACTOR FACILITIES

Dear Chair Hanson:

To support our continued statutory responsibility to review safety studies and facility license applications... and in an effort to capture the institutional knowledge and memory of the Committee, we asked Dr. Hossein Nourbakhsh, ACRS Senior Technical Advisor, to prepare the enclosed white paper. The paper begins with a history of the Committee, noting some of our significant contributions to reactor safety. The paper then presents a historical perspective on our reactor licensing reviews. The essential role of the Committee on reviewing the currently proposed new reactor designs, which are radically different from the current fleet of light water reactors, is also discussed.

Sincerely, Signed by Rempe, Joy on 12/08/22 Joy L. Rempe Chairman
