RE: Section 106 Consultation for the Renewal of Facility Operating License No. R-33 for the nuclear test reactor, Alameda County

Dear Mr. Borromeo,

On October 27, 2022, the State Historic Preservation Officer (SHPO) received your consultation letter pursuant to Section 106 of the National Historic Preservation Act of 1966 (54 U.S.C. § 300101), as amended, and its implementing regulation found at 36 CFR § 800. The U.S. Nuclear Regulatory Commission (NRC) is considering the renewal of the operating license above referenced facility. NRC is initiating Section 106 consultation and seeks SHPO comments on its determined Area of Potential Effects (APE) and finding of no adverse effects to historic properties. The APE has been determined to include the Vallecitos Nuclear Center Site and immediate areas. The renewal of the license does not require construction, ground disturbing activities, or changes to the reactor facility design. The nearest historic property is the Niles Canyon Transcontinental Railroad Historic District, located approximately 1.9 miles away.

No historic properties exist within the APE. I do not object to the APE as defined or a finding of no adverse effects to historic properties. If you have any questions or concerns, please contact Associate State Archaeologist Brendon Greenaway at Brendon.Greenaway@parks.ca.gov.
