OF THE SEPTEMBER 22, 2022, OBSERVATION PUBLIC MEETING TO DISCUSS THE PRE-SUBMITTAL OF THE NUSCALE, POWER LLC, EXTENDED PASSIVE COOLING AND REACTIVITY CONTROL METHODOLOGY TOPICAL REPORT The U.S. Nuclear Regulatory Commission (NRC) held an observation public meeting on September 22, 2022, to discuss the pre-submittal of the NuScale Power, LLC (NuScale),
Extended Passive Cooling and Reactivity Control Methodology Topical Report. NRC and NuScale staff participated in the open portion of the meeting along with several external project stakeholders.

Extended Passive Cooling and Reactivity Control Methodology Topical Report. NRC and NuScale staff participated in the open portion of the meeting along with seven external project stakeholders.
The Extended Passive Cooling and Reactivity Control Methodology Topical Report (TR),
presentation provided an opportunity for NuScale to share overview and context:
Key design changes implemented between the Design Certification (DCA) (NPM-160) design and design for Standard Design Approval application (SDAA) (NPM-20)
Preliminary identification of design change impacts to Chapter 15 safety analysis event progressions, phenomena, evaluation models (EMs), and Extended Passive Cooling (XPC) and Reactivity Control Methodology (RCM) Topical Report NuScales plan to integrate effects of design changes, EM impacts into XPC & RCM Topical Report At the end of the public portion, NRC staff opened up the meeting to questions from the general public with one comment provided. Edwin Lyman (Union of Concerned Scientists) provided a comment where he expressed concern over unresolved safety issues from the DCA review and how he hoped the NRC would perform a detailed standard design approval review.
