Implementation of Recommendations from Follow-On COVID-19 Lessons Learned Division Directors Counterpart Meeting September 21, 2022 Jeff Bream

The Working Group completed their actions in July Recommendations presented publicly on July 27th (ML22201A172)

Report finalized on July 28th (ML22172A159)

The report contained 11 recommendations

DRO is proposing nine recommendations for implementation

1. Improve guidance for future events
2. Explicitly define on-site, remote, and hybrid inspection
3. Adopt regular use of hybrid inspection during normal periods
4. Encourage use of virtual meetings where appropriate and efficient
5. Explore long-term improvements to inspector access to licensee information
6. Explore short-term improvements to inspector access to licensee information
7. Enhance and update resident inspector IT MOUs with licensees
8. Reinforce IT policies that were relaxed during COVID response
9. Monitor for adverse trends in licensee performance through the ROP Baseline

Improve guidance for future events Revise IMC 2515, App E to direct the program offices to evaluate future events for resource impacts, inspection prioritization, and health and safety protocols for program consistency.

Combine with 2021 Comprehensive Review recommendations to expand to all situations that challenge site access Medium priority

Explicitly define on-site, remote, and hybrid inspection Distribute draft definitions from WG to regions, NSIR, NMSS for comment Revise IMC 2515 with definitions High priority

Adopt regular use of hybrid inspection and Encourage use of virtual meetings Coordinate with regional TSABs, NSIR, NMSS to implement Revise IMC 2515 and IMC 2901 with updated guidance Provide training to regions in support of revised guidance High priority
