Dear Mr. Warden:

The U.S. Nuclear Regulatory Commission received the enclosed license amendment application (XCOM1309/01) on October 20, 2022, from Curtiss-Wright Flow Control Corporation to supplement a previously submitted license amendment application that remains pending.

The previous application that remains pending was submitted on March 22, 2021, and the NRC transmitted it to your office for Executive Branch review on April 15, 2021.

The enclosed supplemental amendment application contains the same changes originally requested in the March 22, 2021, application, but adds a new request to add an additional intermediate foreign consignee. The enclosed application therefore contains all changes requested to be made to the currently active license (XCOM1309-R2) and can be considered to supersede the amendment application submitted on March 22, 2021.

The currently active license authorizes the export of nuclear safety class nozzle check valves to the pressurized water reactor at Unit 1 of the ShiDaoWan Nuclear Power Plant in China. This amendment requests to 1) update the name of the current Intermediate Foreign Consignee from State Nuclear Power Engineering Co., Ltd. (SNPEC) to Shanghai Nuclear Engineering Research & Design Institute Co., Ltd (SNERDI); 2) add an additional business address for SNERDI as Intermediate Foreign Consignee; 3) add an additional Intermediate Foreign Consignee as Shanghai J-Tech Energy Technology Co. Ltd.; and 4) add Unit 2 of ShiDaoWan Nuclear Power Plant as an Ultimate Consignee.
