TELEWORK POLICY AND IMPLEMENTATION WORKING GROUP FINAL REPORT The Telework Policy and Implementation Working Group (TPIWG) is providing, for your consideration, the TPIWG Final Report. As stated in the TPIWG charter (ML22194A933), dated July 14, 2022, you directed the working group to assess the agencys telework policy and its implementation and provide recommendations for ensuring the telework policy has sufficient flexibility to meet mission needs and is implemented fairly and equitably, consistently, and with transparency.

We still have a lot to learn about the long-term effects of a hybrid work model, which blends remote and in-person work, on organizational health and effectiveness. Our lack of knowledge creates significant uncertainties. These uncertainties, coupled with the information we gathered during our work, shaped our overall recommendation to conduct a two-phase pilot. This pilot will allow us to assess the potential benefits and unintended consequences of a new approach as we go along. The pilot also will allow us to adjust the extent and pace of change as we learn, before finalizing any permanent changes to our telework policy.

In addition to our overall recommendation, we also make more detailed recommendations.

These more detailed recommendations balance the desire to enhance employee workplace flexibilities against the need to provide sufficient meaningful in-person interactions to maintain and strengthen our organizational health for continued success in achieving our safety and security mission.

We appreciated the opportunity to evaluate the agencys telework policy and its implementation.

Each of us recognized the importance of the work we were doing and personally dedicated ourselves to over 155 hours0.00179 days <br />0.0431 hours <br />2.562831e-4 weeks <br />5.89775e-5 months <br /> of both in-person and virtual working group discussions over the past 3 months. We openly and thoughtfully debated the merits of alternatives under consideration with a shared goal of developing recommendations that will help strengthen the long-term organizational health and culture of the agency, enhancing our ability to accomplish our important mission.
