Harper, to U.S. Nuclear Regulatory Commission (NRC), Submittal of Supplement 1 to Westinghouse Topical Report CENPD 289-P/NP, Use of Inert Replacement Rods in CE 16x16 Next Generation Fuel (CE16NGFTM), (Proprietary/Non-Proprietary), (LTR NRC 22-29),

(ADAMS Accession No. ML22217A038), dated August 4, 2022.

The purpose of this letter is to inform the NRC of Entergy Operations, Inc. (Entergys) interest in the availability of the subject topical report supplement for use upon approval. The topical report was submitted for review in the reference letter from Westinghouse. This letter of support for the subject topical report is intended to assist the NRC in prioritizing the review of the topical report.

Entergy encourages the NRCs review and approval of the subject report.

Implementing the methods described in the topical report supplement and updating the limitations on CENPD-289-P-A to allow non-Class A configurations in the CE16NGFTM fuel design would alleviate existing challenges related to use of inert rods. This supplement provides safety, economic, and efficiency benefits as compared to the current process. Entergy

CNRO2022-00025 Page 2 of 2 intends to utilize these updated methods to support reinsertion of prematurely discharged fuel assemblies at the Waterford 3 Steam Electric Station.

This letter contains no new regulatory commitments.
