In the September 26, 2022, letter from Southern Nuclear Operating Company (SNC) titled, Report of Changes Incorporated into Version 18-VEGP-2 of the Physical Security Plan, Training and Qualification Plan, and Safeguards Contingency Plan (ML22269A481) the licensees submittal is ambiguous and can be interpreted as if SNC has implemented its Physical Security Plan, Training and Qualification Plan, and Safeguards Contingency Plan for Unit 4 and should therefore be in compliance with 10 CFR 73.55 security requirements for all four units as of September 21, 2022. Specifically, in the cover letter SNC states, In accordance with the reporting requirements of 10 CFR 50.54(p), Southern Nuclear Operating Company (SNC) hereby submits a report containing a description of the changes incorporated into Version 18-VEGP-2 of the Vogtle Electric Generating Plant (VEGP) Physical Security Plan (PSP), which includes the Training and Qualification Plan and Safeguards Contingency Plan.
This created a single Physical Security Plan, Training and Qualification Plan and Safeguards Contingency Plan for Vogtle Units 1 through 4, which became effective as of September 21, 2022, and replaces the VEGP 3&4 PSP in its entirety. Several other examples exist in the Description of Changes that would lead staff to believe that SNC has implemented its physical security plan for Unit 4. For example:
- Section 1.0 - Revised the section to add wording clarifying the applicability of the PSP to Vogtle Units 1 through 4.
- Section 11.2.1 - Revised the description of the VEGP Units 1-4 vehicle barrier system (VBS) to accurately reflect the types of barriers utilized.
- Section 11.3 - Revised the section to add a description of the co-located ISFSI PA boundary and add a statement that PA access control measures described in the PSP apply to both the Units 1-4 PA and the ISFSI PA.
- App. C, Section 7.0 - Revised the description of the VEGP Units 1-4 vehicle barrier system (VBS) to accurately reflect the types of barriers utilized.
Staff is looking for clarification on whether Vogtle Electric Generating Plant, Unit 4, has implemented its Physical Security Plan, Training and Qualification Plan, and Safeguards Contingency Plan.
If you believe that a public meeting and discussion would be more appropriate, please let me know that too in your response.
