OF PUBLIC MEETING TO DISCUSS PRE-APPLICATION LICENSING TOPICAL REPORT ON SEVERE ACCIDENT MANAGEMENT AND SOURCE TERM METHODOLOGY FOR THE BWRX-300 SMALL MODULAR REACTOR On October 5, 2022, an Observation Public Meeting was held between the U.S. Nuclear Regulatory Commission (NRC) staff and GE-Hitachi Nuclear Energy Americas, LLC (GEH) concerning the expected submittal of the license topical report on BWRX-300, Severe Accident Management and Source Term Methodology.
The information presented and discussed during the meeting was non-proprietary, eliminating the need for a closed session of the meeting.
The topics discussed during this meeting included the following:
Mechanistic approach for source term determination; Application of other external considerations to source term; and Establishment of emergency planning zone.

OF THE OCTOBER 5, 2022, OBSERVATION PUBLIC MEETING TO DISCUSS PRE-APPLICATION LICENSING TOPICAL REPORT ON SEVERE ACCIDENT MANAGEMENT AND SOURCE TERM METHODOLOGY FOR THE BWRX-300 SMALL MODULAR REACTOR Meeting Summary The meeting commenced at 10:00 a.m. with the NRC staff opening remarks, and an introduction of attendees. GE-Hitachi Nuclear Energy Americas, LLC (GEH) presented the objective of the proposed licensing topical report (LTR) along with BWRX-300 background and introductory information.
GEH gave a public presentation on their severe accident management and source term methodology plans for their BWRX-300 reactor design. GEH began by stating that they plan to propose a mechanistic source term for their BWRX-300 small modular reactor (SMR) design based on the approach outlined in the Nuclear Energy Institute SMR Source Term Position Paper, Small Modular Reactor Source Terms, December 2012 (Agency Document Accession Management System Accession (ADAMS) No. ML13004A390). Based on the proposed mechanistic source term, GEH stated that they are also proposing to implement a scalable emergency planning zone (EPZ) for the BWRX-300 in accordance with the draft rule in Title 10 of the Code of Federal Regulations (10 CFR) Part 50, Domestic Licensing of Production and Utilization Facilities, 10 CFR 50.160, Emergency Preparedness for Small Modular Reactors, Non-Light-Water Reactors, and Non-Power Production or Utilization Facilities, while following the rule guidance in Regulatory Guide 1.242, Performance-Based Emergency Preparedness for Small Modular Reactors, Non-Light-Water Reactors, and Non-Power Production or Utilization Facilities, Revision 0, July 2021 (ADAMS No. ML21238A072), that demonstrates compliance with a performance-based emergency preparedness (EP) approach for the BWRX-300.
As a result of GEHs briefing, the staff made a point to state that a final licensing decision regarding use of the draft 10 CFR 50.160 rule could not be made until the rule is finalized.
However, the staff stated that they could approve the concepts of the rule in its LTR safety evaluation providing appropriate limitations and conditions in its final safety evaluation for the proposed LTR.
The technical presentation by GEH was followed by the NRC staff questions and clarifications, as well as one comment from R. Franovich, Breakthrough Institute. GEH finally stated that the LTR is expected to be submitted for NRC review by June 2023. This observation public meeting was then adjourned at 11:00 am.
