Dear John Parillo,

I am writing to provide you with an update on the November 23, 2019, petition for rulemaking (PRM) that you submitted to the U.S. Nuclear Regulatory Commission (NRC)

(Agencywide Documents Access and Management System (ADAMS) Accession No. ML20050M894). On February 19, 2020, the NRC docketed your petition pursuant to

§2.803 of Title 10 of the Code of Federal Regulations (10 CFR), "Petition for rulemaking NRC action," and assigned it Docket No. PRM-50-121. Please reference this docket number on any correspondence you may have concerning the petition. On May 27, 2020, the NRC published a notice of docketing and a request for comment for your petition (85 FR 31709). The comment period closed on August10, 2020. The NRC is reviewing your petition and the public comments received in response to the May 27, 2020, Federal Register notice.

In your petition, you petitioned the NRC to add a new section to provide for licensees to adopt voluntary accident dose criteria as an alternative to the dose criteria specified in 10 CFR 50.67, Accident source term, that would specify design basis accident dose criteria of 100millisieverts (10 rem) for two off-site locations and for the control room. You also petitioned the NRC to make changes to: General Design Criterion 19 in Appendix A to 10 CFR Part 50; footnotes in 10CFR Parts 50 and 52; and the design basis accident dose criteria in Regulatory Guide 1.183, Alternative Radiological Source Terms for Evaluating Design Basis Accidents at Nuclear Power Reactors, (Agencywide Documents Access and Management System Accession No. ML003716792).
