Dear Dir. Warden:
Enclosed is export application XB1361, dated September 15, 2022, received by the U.S.
Nuclear Regulatory Commission from Eckert & Ziegler Isotope Products (Eckert & Ziegler). In the application, Eckert & Ziegler proposes to export a total of 15 byproduct material sources to Russia. The sources range in activity levels from 0.7 to 55 Megabecquerels (MBq) and are used to calibrate medical imaging devices.
Ordinarily, this export would be authorized under the General License provisions in Title 10 of the Code of Federal Regulations (10 CFR) Part 110.23. However, in May 2022, the Biden Administration determined that continued exports to Russia pursuant to existing NRC general licenses would be inimical to the United States common defense and security, and that suspension of general license exports to Russia would be necessary to further U.S. national security interests. Consistent with this determination, the NRC issued an Order suspending all exports under a general license to the Russian Federation. In keeping with existing processes for specific export licensing requests, NRC staff is seeking EB review and an inimicality determination for this request.
