OF THE JUNE 15, 2022, OBSERVATION, PUBLIC MEETING WITH NUSCALE POWER, LLC TO DISCUSS DESIGN CHANGES RELATED TO THE PLANNED STANDARD DESIGN APPROVAL APPLICATION The U.S. Nuclear Regulatory Commission (NRC) held an observation public meeting on June 15, 2022, to receive an overview from NuScale Power, LLC (NuScale) on the design changes between the NuScale Design Certification Application and the planned new Standard Design Approval Application (SDAA). NuScale plans to submit the SDAA in December 2022.

OF THE JUNE 15, 2022, OBSERVATION, PUBLIC MEETING WITH NUSCALE POWER, LLC TO DISCUSS DESIGN CHANGES RELATED TO THE PLANNED STANDARD DESIGN APPROVAL APPLICATION On June 15, 2022, the U.S. Nuclear Regulatory Commission (NRC) held an open observation public meeting to receive an overview from NuScale Power, LLC (NuScale) on the design changes between the NuScale Design Certification (DC) and a new Standard Design Approval (SDA) they plan to submit later this calendar year. The meeting began with attendees introducing themselves and Mr. Tesfaye, NRC Sr. Project Manager stated the purpose of the meeting and discussing the meeting agenda. Branch Chief Michael Dudek concluded the introductory remarks by giving the intent of the meeting which was to introduce the NRC technical Branch Chiefs to the technical changes from the design certification to the SDA.

Next, NuScale representatives, Kris Cummings and Mark Shaver, presented the information contained in the slides found at Agencywide Documents Access and Management Systems Accession No. ML22161B016. This information provided a high-level discussion of the differences between the NuScale Design Certification (DC) and a new Standard Design Approval application (SDAA) that NuScale plans to submit later this calendar year. NuScale began the presentation by discussing their high-level reasoning for the changes that will be reflected in the SDA. They cited that after the Design Certification Application (DCA) review was completed they went back and took a comprehensive look at the design from an economic perspective and wanted to optimize their design as much as they could without impacting safety. Here are the high-level design changes:

Redesigned site layout to accommodate 6 modules instead of 12 NPM optimized for increased power output; ease of maintenance, manufacturing and operation while maintaining safety margins Current evaluation of SDA design changes does not significantly alter the DCA probabilistic risk assessment risk insights NuScale stated that they will use the 10 CFR Part 52 licensing process for their VOYGR-6 product (US460 design). This will be accomplished through a stand-alone Standard Design Approval Application (SDAA) followed by a Combined License Application. Their SDAA will:

Utilize approved DCA Revision 5, Tier 2, Final Safety Analysis Report information as foundation Update content for design changes Address DCA carve-outs Optimize content, focusing on safety and risk-significance Next, NuScale shared the contents of the SDAA, laying out the parts. They stated that they will not be including an environmental report in this application. The presentation then led to discussing the review path and a 4-phase review approach.

2 Public comment:

E. Lyman commented that he was troubled that some topics would have finality when the time came for the SDA review and there would not be a more thorough review. He wanted to make sure that there would not be a prejudice with reviewing these items. He also cited concern of the impacts of the 25% increase in burnup and power density.

M. Dudek noted the comment and reemphasize that the NRC staff will be paying attention to the changes.

The meeting ran for 35 minutes and was adjourned following the question and comment period.
