AMERICAN OSTEOPATHIC BOARD OF NUCLEAR MEDICINE, RESULTS OF SPECIALTY BOARD REVIEW AND SEEKING CONFIRMATION OF INACTIVE STATUS
Dear Catelyn Schwartz:
I am writing to share the results of the NRCs specialty board review and to confirm that the American Osteopathic Board of Nuclear Medicine (AOBNM) status is inactive/has become dormant. The U.S. Nuclear Regulatory Commission (NRC) staff reviewed your letter dated April 29, 2022 (Agencywide Documents Access Management System (ADAMS)1 Accession No. ML22122A155), which stated that AOBNM is no longer issuing new certificates2 as of March 5, 2019. AOBNM became inactive because it had determined that there was no longer interested/eligible candidates or Nuclear Medicine training programs to support the continuation of initial board certification in Nuclear Medicine.
Earlier this year, the NRC staff performed a review of each NRC-recognized specialty board per the Office of Nuclear Material Safety and Safeguards (NMSS) Office Procedure MSST-70-3, Procedures for Recognizing, Monitoring, and Terminating the Certification Process of Specialty Boards, Section 3.11, Monitoring Continued Satisfaction of Recognition Requirements (ML20351A389). The NRC staff determined that the AOBNM Nuclear Medicine specialty area continued to satisfy the board recognition criteria in 10 CFR 35.290, Training for imaging and localization studies, until the board became inactive on March 5, 2019 (ML22125A241).
In addition to your April 29, 2022, response letter, you provided two new AOBNM Nuclear Medicine certificates to the NRC. These certificates were effective from May 12, 2017, to September 19, 2018 (ML22153A383) and September 20, 2018, to March 5, 2019 (ML22146A020). The NRC staff added these two certificates to the NRC public website titled Specialty Board(s) Certification Recognized by NRC Under 10 CFR Part 35, available at 1 Records are available electronically for public inspection in the NRC Public Document Room or in the NRCs ADAMS, accessible from the NRC website at http://www.nrc.gov/reading-rm/adams.html.
2 AOBNM maintains an Osteopathic Continuous Certification or recertification process for those physicians who became certified prior to March 5, 2019. The AOBNM recertification process was not included in the AOBNM certification process that was recognized by the NRC. At this time, specialty board recertification processes are outside of the scope of NRCs specialty board recognition criteria.

NRC license reviewers, as well as license reviewers in Agreement States, will continue to accept AOBNM Nuclear Medicine certificates issued within these timeframes so long as they are able to verify that the certificates submitted by licensees are valid and match the updated certificates on the NRC public website.
Candidates that were granted certification from the AOBNM between May 18, 2006, when AOBNMs processes were recognized by the NRC (ML061790495), and March 5, 2019, can continue to use their certificates to seek authorized user approval on NRC or Agreement State licenses. The 7-year requirement in 10 CFR 35.59, Recentness of training, will continue to apply to candidates granted certification from AOBNM between May 18, 2006, and March 5, 2019. Candidates that received AOBNM certification outside of this time interval and are seeking to be identified as an Authorized User on a license may seek certification through a different NRC-recognized specialty board or provide documentation of the applicable training and experience directly to the NRC through the NRCs alternate training and experience pathway.
If AOBNM has become active since its April 29th letter, then please inform the NRC, by January 31, 2023, about whether AOBNM continues to seek NRC-recognition of the AOBNM Nuclear Medicine certification program. If information is not received or AOBNM confirms that it remains inactive by January 31, 2023, the NRC will no longer recognize AOBNM certifications issued after March 5, 2019. If recognition ceases, AOBNM may re-apply for NRC recognition after it becomes active and satisfies the specialty board recognition criteria in 10 CFR Part 35, Medical Use of Byproduct Material.
In accordance with 10 CFR 2.390, Public inspections, exemptions, requests for withholding, a copy of this letter, along with your response letter, will be made available electronically for public inspection in the NRC Public Document Room or in the NRCs ADAMS, accessible from the NRC website at http://www.nrc.gov/reading-rm/adams.html.
