Brent,

The corrected safety evaluation has been reviewed and there is one remaining item that wasnt fully aligned with our request.

The initial request drew the distinction between the Joint Information Center being staffed as compared to the previous distinction of having it activated within 60 minutes. Additionally, the proposed plan did not provide a timeframe to have the JIC staffed. Reference of Section 6.2.3.

The SE that was issued on 5/6/22 stated, The current Beaver Valley EPP activates the TSC and OSC at the declaration of an Alert or higher ECL and activates the EOF and JIC at the declaration of a Site Area Emergency or higher ECL. Energy Harbor proposes to activate the TSC, OSC, EOF, and JIC within 60 minutes of declaring an Alert or higher ECL. Although activation of the EOF and JIC would not be required until the declaration of a Site Area Emergency or higher ECL is in effect per the guidance in the Revised Table B-1, the proposed ERO staffing changes to the Beaver Valley EPP require the TSC, OSC, EOF, and JIC to activate at the declaration of an Alert or higher ECL.

This change from what was proposed was pointed out in the email that was sent on 6/29/22.

The revised SE that was issued 9/1/22 stated, The current Beaver Valley EPP activates the TSC and OSC at the declaration of an Alert or higher ECL, and activates the EOF and staffs the JIC at the declaration of a Site Area Emergency or higher ECL. Energy Harbor proposes to activate the TSC, OSC, EOF, and staff the JIC within 60 minutes of declaring an Alert or higher ECL. The references to have the JIC staffed within 60 minutes would be above and beyond what was requested in our submittal. Please review with your technical staff and let me know if we need to have any further discussion to resolve the concern.
