By letter dated August 30, 2022 (Reference), Entergy Operations, Inc. (Entergy) submitted a request for NRC approval of proposed changes to the Arkansas Nuclear One (ANO) Emergency Plan which would revise the required number of qualified onsite dose assessors for the on-shift Emergency Response Organization (ERO). The purpose of this correspondence is to revise the first paragraph of the Summary Description in the enclosure to the August 30, 2022 letter as follows (revised wording is italicized):

Entergy Operations, Inc. (Entergy) is requesting NRC approval of a proposed revision to the Arkansas Nuclear One (ANO) Emergency Plan. The proposed change would revise the required number of qualified onsite dose assessors for the on-shift Emergency Response Organization (ERO) in the ANO Emergency Plan utilizing the minimum staff ERO guidance specified in NUREG-0654/FEMA-REP-1, "Criteria for Preparation and Evaluation of Radiological Emergency Response Plans and Preparedness in Support of Nuclear Power Plants," Revision 2 (Reference 6.3). The proposed changes comply with the requirements of 10 CFR 50.47, "Emergency Plans," paragraph (b) and 10 CFR 50 Appendix E, "Emergency Planning and Preparedness for Production and Utilization Facilities." The proposed revision maintains the requirement that on-shift emergency

response responsibilities are staffed and assigned. The evaluation of the proposed changes pursuant to 10 CFR 50.54, "Conditions of licenses," determined that it could potentially affect the capability of the ERO to respond to an emergency or potentially reduce ANO's ability to protect the health and safety of the public which results in a reduction in effectiveness of the ANO Emergency Plan. As a result, NRC review and approval is needed pursuant to 10 CFR 50.54(q).

The determination of no significant hazards analysis provided in the August 30, 2022, license amendment request is not affected by this correspondence and therefore, remains valid.

This letter contains no new regulatory commitments.

In accordance with 10 CFR 50.91, "Notice for public comment; State consultation," paragraph (b), Entergy is notifying the State of Arkansas of this amendment request by transmitting a copy of this letter and its attachments to the designated State Official.
