Dear Anthony Reardon:

On behalf of the U.S. Nuclear Regulation Commission (NRC), I am responding to your recent letter concerning the NRCs workplace security posture. The NRCs top priority is ensuring the safety and security of its workforce while carrying out its vital mission. NRC facilities nationwide meet or exceed the Department of Homeland Securitys (DHS), Interagency Security Committees security standards. These standards are imposed on all non-Department of Defense Federal facilities for the protection of personnel, facilities, and information. I can assure you that we remain vigilant when it comes to the safety and security of NRC employees.

At each NRC facility, physical security is overseen and assessed on a regular basis by NRC Security Specialists, and independently by DHS Federal Protective Service Inspectors. Every NRC facility has a defense-in-depth security posture that takes a systematic approach to analyzing and mitigating vulnerabilities. The NRC monitors current foreign and domestic security events regularly and communicates with other external security and intelligence agencies to ensure all available resources have been considered regarding the NRC security posture. In addition, we are in daily communication with the designated security contacts at each facility to ensure that the proper measures are always in place. Further, the NRC has a robust security-minded communication program which actively encourages stakeholder involvement. This program solicits reporting in the see-something-say-something format while maintaining a continuous resource for staff to ask questions and receive guidance for individual and agency-wide safety and security concerns from trained and qualified Security Specialists.

The NRC has established and maintains numerous plans and procedures to ensure the safety and security of the workforce. Contingency plans are established for scenarios including but not limited to active shooter, civil disturbance, various facility emergencies, weather emergencies, and other hostile actions and threats. The plans and procedures are reviewed by NRC Security Specialists on a regular basis to ensure they are kept up-to-date with changing current events and applicable information. I would like to reassure the National Treasury Employees Union leadership and all NRC staff that the safety and security of our workforce is our highest priority as we fulfill our mission.
