SUBJECT:
ENERGY/WATER EVALUATION AND RECOMMISSIONING OF THE WHITE FLINT COMPLEX The Consolidated Appropriates Act 2021: Divisions D, E, and Z, requires federal agencies to complete, for the prior year, a comprehensive energy/water evaluation & recommissioning or retro commissioning for approximately 25% of facilities that meet DOE est. criteria & ensure completion for each facility once every 4 years, unless an exception applies. The Office of Administration, Division of Facilities and Security completed the requested evaluation, in coordination with our input to the annual Sustainability and Implementation Report, dated July 22, 2022 (Agencywide Documents Access and Management System Accession Number ML22201A501). Enclosed is the U.S. Nuclear Regulatory Commissions (NRC) FY 2022 Energy and Water Evaluation & Recommissioning or Retro Commissioning report. This report closes ticket no. SRM-OGC21304-04.

Background===
The Consolidated Appropriates Act 2021: Divisions D, E, and Z, requires federal agencies to Complete, for the prior year, a comprehensive energy/water evaluation & recommissioning or retro commissioning for approximately 25% of facilities that meet DOE established criteria for facilities owned by the United States (US) Government.
Staffs assessment The NRC Headquarters in Rockville, MD, is comprised of three high-rise office buildings. One of them, One White Flint North (OWFN) facility, is owned by the General Services Administration (GSA), and the other two, Two White Flint North (TWFN) and Three White Flint North (3WFN), are privately owned and leased to the NRC through GSA. 3WFN is not subject to the Department of Energy (DOE) criteria since it is managed and operated by the lessor.
In the last five years, three of the eighteen floors in OWFN have been fully renovated.
Commissioning requirements were implemented to verify that the installation and performance of energy consuming systems meet Government-wide sustainability initiatives. The NRC plans to renovate additional floors within OWFN in the future and intends to implement commissioning requirements, as described in the DOE commissioning guidance, during these renovations.
Although TWFN is a privately owned facility and leased by GSA, it is operated and managed by the NRC. Recent renovations of all 10 floors of the building were completed in 2020.
Commissioning requirements were implemented to verify that the installation and performance of energy consuming systems meet the Government-wide sustainability initiatives. The building commissioning encompassed tenant improvement and base building work associated with heating, ventilation, air conditioning and refrigeration systems and associated controls, lighting controls, and domestic water systems. As a result, 100% of TWFN has been commissioned within the last year to comply with DOEs established guidance.
Conclusion More than 25% of the NRC's US Government owned, operated, and managed facilities have been recommissioned within the last year. Therefore, the NRC meets the current requirements for building commissioning of approximately 25% described in Consolidated Appropriations Act, 2021.
