NON-POWER PRODUCTION AND UTILIZATION FACILITIES REACTIVE INSPECTION GUIDANCE The purpose of this memorandum is to transmit the reactive inspection guidance developed to support the evaluation of significant operational events (SOEs) at Non-Power Production and Utilization Facilities (NPUFs) and decision-making on the level of regulatory response.
Management Directive (MD) 8.3, NRC Incident Investigation Program, provides guidance for evaluating SOEs at all U.S. Nuclear Regulatory Commission regulated facilities. MD 8.3 defines an SOE as a radiological, safeguards, or other safety related operational event that poses an actual or potential hazard to public health and safety, property, or the environment. MD 8.3 guidance, section I.E.2(b) provides a list of SOEs that would warrant an Incident Investigation Team or Augmented Investigation Team at NPUFs, but MD 8.3 does not discuss criteria for a Special Inspection Team inspection at NPUFs. Therefore, additional guidance is required to evaluate SOEs at NPUFs to determine if a special inspection is warranted.
In 2020, the staff developed and began piloting the use of branch guidance to supplement MD 8.3 guidance for events at NPUF facilities. The staff planned to include lessons learned from use of the guidance to revise the guidance as necessary and include specific NPUF guidance in a revision to MD 8.3 which was scheduled to be completed in summer of 2022.
Since then, the revision to MD 8.3 has been delayed until 2023. This memorandum transmits the enclosed branch supplemental guidance to be utilized by the staff until it is incorporated into the next revision of MD 8.3.
