Docket No. 50-482: Revision of One Procedure and Two Forms that Implement the Radiological Emergency Response Plan (RERP) for Wolf Creek Generating Station (WCGS)

Commissioners and Staff:

In accordance with 10 CFR 50.54(q)(5), WCGS is submitting a change to the emergency plan.

Specifically, one procedure and two forms that implement the WCGS RERP have been revised.

The revised documents are identified below:

Procedures Effective Dates Forms Effective Dates EPP 06-009, Rev. 12 August 16, 2022 EPF 06-002-01, Rev. 2 August 16, 2022 EPF 06-002-04, Rev. 2 August 16, 2022 The attached summary of the changes to the implementing procedure and forms explain that these changes do not reduce the effectiveness of the WCGS RERP.

1. Procedure EPP 06-009, DRILL AND EXERCISE REQUIRMENTS, Rev.

12 Procedure EPP 06-009 is being revised to restructure and reorganize the procedure into multiple new sections to expand and align the current guidance with INPO 10-003, Rev 3. The changes provide enhanced guidance for the drill and exercise program.

This revision meets the requirements for the two-year relevancy review process, incorporates condition reports and procedure change requests and includes editorial changes.

These changes do not reduce the effectiveness of the Emergency Plan.

2. Form EPF 06-002-01, EMERGENCY MANAGER TURNOVER SHEET, Rev. 2 Form EPF 06-002-01 is being revised. The structure and content of the form has been standardized to provide a consistent, well-organized process for establishing priorities, performing turnover briefings and providing initial and status update facility briefings. This guidance is intended to assist the Shift Manager, Site Emergency Manager and Off-Site Emergency Manager when communicating within and between emergency response facilities. Fission product barrier status is being added to ensure the barrier status is discussed during briefings.

Changes are being made to EPF 06-002-01 to align with enhancements being made to the Facility Briefing form used by the Site and Off-Site Emergency Managers that were identified by the Off-site Emergency Manager as a result of the 10/20/2019 drill.

These changes do not reduce the effectiveness of the Emergency Plan.

3. Form EPF 06-002-04, FACILITY BRIEFING, Rev. 2 Form EPF 06-002-01 is being revised. The structure and content of the form has been standardized to provide a consistent, well-organized process for establishing priorities, performing turnover briefings and providing initial and status update facility briefings. This guidance is intended to assist the Shift Manager, Site Emergency Manager and Off-Site Emergency Manager when communicating within and between emergency response facilities. Fission product barrier status is being added to ensure the barrier status is discussed during briefings.
