Report on the Effectiveness of Training at Operating Power Reactors (2018-2021)

  • NRC monitors human performance and the INPO accreditation process
  • Most recent report was issued May 2022 (available in ADAMS at ML22154A474, and on the NRC website)

Conclusions:

- relatively few issues related to training weaknesses, which were all very low safety significance

- renewed accreditation of facility training programs remains a reliable indicator of successful implementation of a systems approach to training

Effectiveness Review for NUREG-1021, Revision 12

Purpose:

- Is additional guidance needed?

- Were changes implemented as intended?

- What are the outcomes of the changes?

- Were the outcomes worth the resources invested?

  • Timeframe: April 2022 - April 2024 (or longer)
  • Results will be documented and publicly available

Part 53: Risk-Informed, Technology Inclusive Regulatory Framework for Advanced Reactors

  • Proposed Part 53, Subpart F, contains staffing, training, operator licensing, and human factors engineering proposed requirements
  • Whats new and different?

- Performance-based requirements vs prescriptive staffing requirements

- Tailored OL examination process that is based largely on the role of operators at that facility. Facility proposes exam process.

- New category of generally licensed operators for facilities that meet certain criteria
