SUMMARY

OF MAY 24, 2022, MEETING WITH THE NATIONAL ORGANIZATION OF TEST, RESEARCH, AND TRAINING REACTORS On May 24, 2022, an observation public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) staff and representatives of the National Organization of Test, Research, and Training Reactors (TRTR) via teleconference. The purpose of this meeting was to discuss rulemaking, licensing, oversight, and upcoming meetings related to the TRTR community. The meeting notice and agenda, dated May 19, 2022, are available in the Agencywide Documents Access and Management System (ADAMS) at ML22139A173. A list of attendees is provided as an enclosure. The following is a description of the topics covered by the NRC staff and the TRTR community.

Caroline Carusone, Deputy Director of the Division of Advanced Reactors and Non-Power Production and Utilization Facilities provided opening remarks. The NRC staff discussed the timing of the fiscal year 2023 call for operator examination(s) requests, reinforced the need for licensees to provide detail in their requests for examination(s), and stressed the need for a timely response to this fiscal year 2023 call to support schedule development.

The NRC staff discussed the progress of the revision of NUREG-1478, "Non-Power Reactor Operator Licensing Examiner Standards." The NRC staff informed the TRTR that the draft revision of NUREG-1478 is under review and the opportunity for public comment is forthcoming.

A public meeting is being planned. Comments received will be incorporated into the concurrence process.

Regarding the status of operator license certificates, the NRC staff expressed their understanding about TRTRs concern and are working to issue license certificates in a timely manner. The NRC staff is seeking to understand the impact of the delay of rulemaking from TRTR. The NRC staff is also working to upload into ADAMS the operator examinations reports.

The NRC staff addressed TRTRs request for the status of non-power production and utilization facility license renewal rulemaking and indicated that the new NRC Commissioners will need to review the rulemaking. Regarding TRTR operational trends, both NRC staff and TRTR are looking for trends and will share identified trends. The NRC staff requested that TRTR provide feedback on the use of the new Regulatory Guide 2.8, Guidance for Implementation of 10 CFR 50.59, Changes, Tests and Experiments. The NRC staff requested a status update from TRTR at a later date on the digital instrumentation and control addendum that TRTR is planning.
