- 1. What are the known technical or regulatory issues with the current version of the Regulatory Guide (RG)?
Regulatory Guide (RG) 1.218, Condition Monitoring Techniques for Electric Cables Used in Nuclear Power Plants, dated April 2012, describes the guidelines that the Nuclear Regulatory Commissions (NRC) staff considers acceptable for use in implementing the regulatory requirements with regard to monitoring the condition and performance of electric cables used in nuclear power plants as required by the NRCs Regulations in Title 10 of the Code of Federal Regulations (10 CFR) Part 50 Domestic Licensing of Production and Utilization Facilities, 50.65, Requirements for Monitoring the Effectiveness of Maintenance at Nuclear Power Plants, Appendix A, General Design Criteria (GDC) for Nuclear Power Plants, GDC 18 Inspection and testing of electric Power Systems, Appendix B Quality Assurance Criteria for Nuclear Power Plants and Fuel Reprocessing Plants, Criterion XI Test Control.
Specifically, RG 1.218 provides guidance on three aspects regarding the condition monitoring assessment of electric cables:
- 1. Elements that constitute an effective cable condition monitoring program for periodic inspections and tests for electric cables within the scope of the Maintenance Rule.
- 2. The selection and implementation of a combination of cable condition monitoring techniques for a comprehensive cable condition monitoring program to be an acceptable method for satisfying the Commissions regulations to assess the condition of electric cables.
- 3. Frequency and condition(s) under which the cable condition monitoring assessment should be augmented.
As it currently stands, there are no known technical or regulatory issues that are beyond the scope of the current version of the RG.
- 2. What is the impact on internal and external stakeholders of not updating the RG for the known issues, in terms of anticipated numbers of licensing and inspection activities over the next several years?
Continued use of the current version of RG 1.218 will have no known adverse impact on internal or external stakeholders.
- 3. What is an estimate of the level of effort needed to address identified issues in terms of full-time equivalent (FTE) and contractor resources?
There are no identified technical or regulatory issues to be addressed with the current version of the RG.
