Enclosed is an application (XSNM3830), dated August 23, 2022, received by the U.S. Nuclear Regulatory Commission, from Westinghouse Electric Company (WEC), LLC. The application requests the export of 2,400 kilograms (kg) uranium, enriched up to 5%, containing up to 105 kg U-235, to WEC United Kingdom (UK) contained in lead test assemblies. Some United States (U.S.) fuel rods in the lead test assemblies will be replaced with UK fuel rods, containing up to 6% enriched fuel pellets at the WEC UK site and then exported to the U.S. for use in the Vogtle Nuclear Power Plant.
Any stainless-steel pins removed will be scrapped and remain at the Springfields UK site, while the removed U.S. fuel rods will be returned to WEC Columbia Fuel Fabrication Facility in South Carolina.
Before taking action on this application, we request your assistance in obtaining the necessary assurances from the UK and EURATOM that the material will be subject to all terms and conditions of the agreements for cooperation.
