OF THE AUGUST 11, 2022, OPEN MEETING, TO DISCUSS NUSCALE US460 STANDARD DESIGN APPROVAL QUALITY ASSURANCE PROGRAM DESCRIPTION TOPICAL REPORT On August 11, 2022, the U.S. Nuclear Regulatory Commission (NRC) held an open public meeting, to receive an overview from NuScale Power, LLC (NuScale) on the Quality Assurance Program Description (QAPD) Topical Report (TR) that they plan to submit in support of their US460 Standard Design Approval (SDA) application that they plan to submit later this calendar year. The meeting began with attendees introducing themselves and David Drucker, NRC Sr.
Project Manager stating the purpose of the meeting and discussing the meeting agenda. Next, NuScale representative Stephanie Terwilliger presented the information contained in the slides found under Agencywide Documents Access and Management System Accession No. ML22215A168. This information included:
(1) The US460 SDA QAPD will be a stand-alone QAPD which is based information in the NuScale SDA-600 Design Certification (DC) QAPD TR, NP-TR-1010-859-NP-A, Revision 5.
(2) The changes from the QAPD TR for SDA-600 DC to the US460 SDA application include:
- a. no reductions in commitment
- b. added International Organization for Standardization 9001 language
- c. reflects recent organizational changes
- d. minor administrative changes for clarity and to eliminate duplication
- e. updates regulatory guides to current revisions, and
- f.
added provisions for conduct of remote source verification and audits during exigent conditions according to Electric Power Research Institute reports After the presentation, the NRC asked the following questions and received the following answers from NuScale:
(1) Question: How will the two QAPDs function if NuScale is doing work on the SDA-600 and the US460 SDA at the same time?
Answer: NuScale will not be working on two concurrent QAPDs - NuScale will work in accordance with the new US460 SDA.
2 (2) Question: Is the SDA-600 QAPD invalid once the US460 SDA QAPD is approved?
Answer: The old QAPD is not invalid - it is superceded by the new QAPD.
No one from the public attended this meeting. The meeting began at 3:00 pm and concluded at 3:23 pm eastern standard time.
