SUMMARY

OF THE NRC DRAFT ARTIFICIAL INTELLIGENCE STRATEGIC PLAN FOR FISCAL YEARS 2023-2027 PUBLIC MEETING HELD ON AUGUST 3, 2022 On August 3, 2022, the U.S. Nuclear Regulatory Commission (NRC) staff hosted a comment-gathering public meeting on NRCs Draft Artificial Intelligence (AI) Strategic Plan for Fiscal Years 2023-2027 (ADAMS Accession No. ML22175A206). During the meeting, the NRC presented an overview of the draft AI Strategic Plan and, during a moderated open comment period, received comments and questions from participants related to the draft AI Strategic Plan to ensure that NRC staff understood their views and concerns. In addition, various external stakeholders provided feedback on the notional levels of AI and autonomy, expressed interest in engaging the NRC in developing the AI framework and potential pilot studies as early as possible, and provided recommendations to NRC staff to consider in finalizing the draft AI Strategic Plan. Approximately 100 external stakeholders and staff attended the meeting. The public comment period on the draft AI Strategic Plan ends on August 19, 2022.

NRC Draft Artificial Intelligence Strategic Plan Presentation The NRC staff provided an update on the status of the development of the NRC's draft AI Strategic Plan. The topics included 1) the purpose of the draft AI Strategic Plan, 2) preparatory activities undertaken to inform the development of the strategy, 3) a notional definition of AI in NRC-regulated activities, 4) developing a common understanding of AI autonomy, and 5) a high-level summary of the draft AI Strategic Plan, next steps, and key dates.

Dennis The NRC staff informed and encouraged the participants to submit written comments pertaining to the Federal Register notice (87 FR 39874) from July 5, 2022, soliciting comments on the NRC draft AI Strategic Plan by August 19, 2022 1. During a comment gathering portion of the public meeting, staff also received verbal comments and questions about the draft AI Strategic Plan using the following prompting questions published in the Federal Register notice:

1. Are there any specific recommendations or improvements to consider in the development of the AI Strategic Plan?
2. What goals, objectives, or strategies within the NRC's current strategic plan should be added, enhanced, or modified in the AI Strategic Plan?
3. What are potential near-term, or far-term, AI activities that the NRC should be aware when finalizing and prioritizing the AI Strategic Plan, or associated supporting research?
4. What are potential challenges the NRC should be aware when preparing to review potential use of AI in nuclear applications?

Public Comments and Questions Regarding the Draft AI Strategic Plan Following the NRC staff presentation on the draft AI Strategic Plan, the staff received questions and comments from the public. Comments and questions from the meeting transcript were extracted to prepare a summary of public responses related to either the draft NRC AI Strategic Plan or the public meeting presentation (see Enclosure 2, ADAMS Accession No. ML22234A212).

Communicating with the NRC staff During the meeting, the meeting facilitator provided contact information for the public to use to provide their name as a participant in the meeting. Please note that any questions and/or comments pertaining to the draft NRC AI Strategic Plan can be sent to either Matt Dennis (matthew.dennis@nrc.gov) or Luis Betancourt (luis.betancourt@nrc.gov).

Conclusion At the end of the meeting, NRC staff provided closing remarks and thanked all participants for their feedback. The NRC staff informed and encouraged the participants to submit written comments pertaining to the Federal Register notice (87 FR 39874) on the NRC draft AI Strategic Plan by August 19, 2022.
