Okay, the Commission will gather its strength and lurch forward into affirming a few things.

Mr. Chilk, would you lead us?

MR. CHILK:

Yes, sir.

The first one is SECY-78-161, which is a subsidiary arrangements to the US/IAEA Safeguards Agreement and to obtain Commission approval of the subsidiary arrangements and the transitional subsidiary arrangements to implement the US/IAEA Safeguards Agreement.

Both the agreement and the protocol require specifi arrangements to be made, indicating how these things will be applied.

The paper indicates that the arrangements have been completed between the U.S. and IAEA team with the exception of one minor revision.

The paper before you outlines the key provisions of the agreement and recommended that the Commission approve the subsidiary arrangements and the transitional subsidiary arrangements.

All of you have concurred with the exception of Mr. Gilinsky who is not present who noted without objection.

I ask you for an affirmative vote.

CHAIRMAN HENDRIE:

MR. KENNEDY:

This is the paper 78-161.

That's right.

MR. KENNEDY:

I remain somewhat confused about the status then of 78-162.

MR. CHILK:

I have to check that for you, Commis-sioner.

MR. KENNEDY:

Which is Implementation of Inter-national Atomic Enerqy Agency Safeguards Requirments, which is obviously related to and maybe even underlies MR. CHILK:

I will check that out and report back to you this afternoon.

MR. KENNEDY:

Thank you.

MR. CHILK:

The second affirmation is a proposed Order Denying the EXXON Petition relating to reconsideration of the Commission's GESMO Decision.

The order was dis-tributed to all of you yesterday and the day before.

And it is my understanding everybody has concurred in that order.

I ask you now to affirm.
